TNVR Program

Trap, Neuter, Vaccinate, Return

Trap Neuter Vaccinate Return is the internationally recognized gold standard for ethically reducing outdoor cat populations. Through our TNVR efforts across Clearwater and Safety Harbor, we have rescued more than 1,000 cats, prevented an estimated 2,000 births, saved over 1,500 lives, and generated more than $400,000 in community savings.

Scientific studies show that TNVR stabilizes colony size, improves public health outcomes, reduces nuisance behaviors, and protects local ecosystems, creating a safer and more harmonious environment for both cats and the residents who share space with them.

01

Trap

Once an unneutered community cat is identified, our volunteers humanely trap the cat so their health can be evaluated and they can receive needed veterinary care. We use low-stress trapping methods that keep the process safe and calm for both the cat and the neighborhood. This step is essential for stabilizing local colonies and protecting the surrounding ecosystem.

02

Neuter

Through our partnerships with local veterinary clinics, each cat is safely sterilized, which prevents future litters and dramatically reduces overall colony growth. This interruption in reproduction is the single most impactful factor in protecting local ecosystems, since unchecked breeding leads to rapid population spikes that strain wildlife and neighborhood resources. By stopping this cycle, neutering creates healthier, stable colonies that are far easier for communities and the environment to sustain.

03

Vaccinate

During their clinic visit, each cat receives core vaccinations that protect them from preventable diseases like rabies and FVRCP. Vaccination not only strengthens the health and survival of the cats themselves but also reduces the risk of disease transmission to pets, wildlife, and residents. By maintaining vaccinated colonies, we support a safer, more resilient local ecosystem and promote long-term community wellbeing.

04

Return

Any cats that are not adoptable are safely returned to their original colony, where they are familiar with the territory, social structure, and food sources. Before returning, each cat receives a small, painless left ear tip, which is the universal sign that a cat has been sterilized and vaccinated. This clear visual indicator prevents unnecessary re-trapping and helps the community quickly identify cats that are already part of a managed colony.

Research shows that sterilized cats stay close to their home range, which reduces roaming and limits broader ecological impact. After return, our volunteers continue to monitor and care for the colony, supporting long-term health and stability.
